Kaoru and Tomoe are such direct opposites that it's hard to believe Kenshin fell in love with both of them, but Kenshin in Meiji is more idealistic and not so cynical. His cynicism will never fade, but he needs someone that can compliment him by thinking toward a better future, not someone who will linger in the past.

Tomoe may have fallen in love with Kenshin and Kenshin with her, but let's not forget that her initial intention was to take revenge on him. Kaoru is innocent and I think it was that innocence that drew Kenshin to him. She's also what he could never be. Kaoru compliments Kenshin well with the sunny outlook and pure innocence.
